The fio.PSD promotes a monitoring and evaluation plan's Housing First in Italy (2017-2019)


The plan involves about 30 Public-private organizations that adhere to Network Housing First Italia and they are investing their resources and PON resources to build housing inclusion programs based Housing First approach
The instruments used are investigating different sizes ranging from design features – partnerships, resources, beneficiaries and accommodation used – wellbeing and change generated from the house, to the costs attributable to the project, the type of accepted people and life stories
Below is a brief presentation of the tools:


E’ una scheda di monitoraggio che ha lo scopo di conoscere e monitorare lo stato di avanzamento dei progetti Housing First. It consists of 5 sections: an identifying section for adhering entity; una sezione anagrafica del progetto – che raccoglie info sulla durata del progetto, i partner, operational roles, resources; a section on beneficiaries (socio-demographic and socio-economic) and the multi-dimensionality of poverty; a section that describes the characteristics of the accommodation and providing for the administration; e infine una sezione dedicata a conoscere le equipe Housing First HF. Lo strumento cerca di indagare il cambiamento che avviene nei beneficiari prima e dopo l’ingresso in casa soprattutto per quanto riguarda il riconoscimento della residenze, inclusion social and labor, condizione economica e familiare etc.


The self-assessment card named "Scarlett 3.0"is aimed at Network Housing First programs consistency check Italy with the basic principles of housing first (Pathways to Housing). The tool wants to give evidence of specificity of Italian programmes, measure these with a view to a progressive improvement of the internal quality, give guidance on which nodes you should develop with corrections and changes, build indicators "evidence based" evaluation. The self-assessment sheet consists of 70 questions, each with four answer choices that allow you to size the dichotomous choice between Yes and No. The questions (or micro criteria) are grouped into 7 areas or dimensions: A) Type of accommodation; B) Choice and constraints of the accommodation; C) Target; D) Separating accommodation and treatment; And) The services of the program; F) Organisational structure of the programme; G) Planning and evaluation


The assessment tool called "Tide of change"was created under piloting Housing First Italy put forth by fio. PSD in order to analyse the innovative elements introduced by HF and their impact on users, on services and contexts to which it is applied. The instrument has to investigate the change occurring in ten areas of life of the person receiving the intervention of HF (taking care of yourself; home care; daily management and use of time; Bless you; dependencies; relationships; conflict management and legality; money management; job; user's Guide) and thus provides a reference to the operator on its intervention on the same


Computer detection and cost analysis tool called "Osvaldo” (in Saxon "defender") aims to harmonize the procedure analysis of activities carried out within the framework of the experimentation HF, through the accurate quantification of resources and costs for individual recipient, in a well-defined time horizon. Osvaldo is a web-based software to which access is subject to a process of identification with prompted for logon credentials that the administrator will decide to issue. The main information required by the tool are: biographic information; human resources for case management; type of intervention, services that are assigned to you
