From 18th to 20th of March 2019 the fourth meeting of the Elastic Project took place in Bologna
From 18 at 20 marzo 2019 It took place in Bologna the fourth meeting of the Elastic Project. The event saw the participation of European partners from Spain, Poland and Czech Republic, ASP hosted by the City of Bologna and the Open Group, the coordinator of the social cooperative project. The first work session Monday 18 It was opened by the presentation of “Bologna Cares!” Since the managers of services. This online platform is the communication channel of the Metropolitan SPRAR, useful to gather a lot of information on SPRAR system of Bologna and to collect and disseminate data on the reception of migrants in the city. The platform is also a tool to tell people some positive example of integration, through the dedicated section “Storytelling”
Later in the afternoon, Professor Piergiorgio Degli Esposti University of Bologna presented the use of digital tools for welfare services, with particular attention to the use of the app “Telegram“
The second day was devoted to the presentation of the three services ASP City of Bologna involved in the project. The morning session was opened by “International Protection” ASP City of Bologna, The Service addressed to asylum seekers, to humanitarian protection and unaccompanied minors. The Service Coordinator presented the SPRAR Service Bologna (Protection system for asylum seekers and refugees), coordinated at central level and implemented by municipalities across Italy. During this intervention was presented a specific integration plan: a training course on sustainable tourism, realized with migrants in the Apennines, ITHACA during the Festival 2018.
The following operation was supported by the coordinator of “Housing Transition” ASP City of Bologna. The housing transition and the emergency housing services represent a rapid response to the urgent needs of families in poverty and socially marginalized people through the temporary supply of apartments. The two operators' presentations were focused specifically on the roles of case manager and educator in service work.
In the latter part of the morning it was presented the service dedicated to the Grave Marginalization Adult ASP City of Bologna; care of the homeless in the city of Bologna and consists of a system of specific and heterogeneous services dedicated to this vast target people. Between these, Housing and Community First Labs definitely represent the most innovative services network, respectively based on the element of “Home” as a primary human right, that means “the house before all else”, and approach to the welfare of the community in order to improve social integration and positive influence on.
One of the Community Labs products “Spin the card”, a start-up of tour guides leading tourists around a non-traditional tour of the city of Bologna, showing places connected to the personal life stories of guides, People who are homeless, also accompanied by professional tour guides. The first Gira tour the card has been specifically tested on Tuesday afternoon 19 by elastic band and has achieved great success!
In the last day of the meeting the participants were hosted by the staff of Next City – Help Center (one of the Marginalization of serious adult services) in their new offices. The service has submitted to the online platform group “Anthology“, a database that collects information on homelessness in the city, used by all Member Support Center in Italy.
The Bologna meeting ended with a buffet shared among all the working group in a friendly and cordial atmosphere. The 19 June will be held the final event of the European project.

This online platform is the communication channel of the Metropolitan SPRAR, useful for collecting many information about the SPRAR system in Bologna and for collecting and disseminating datas about migrants’ reception in the city. The platform is also a tool for telling to the citizens some positive example of integration, through the dedicated section of “Storytelling”.
In the second part of the afternoon professor Piergiorgio Degli Esposti of the University of Bologna presented the use of the digital tools for Welfare Services, with a specific focus on the use of the app “Telegram”.
The second day of the meeting was dedicated to the presentation of the three services of ASP Città di Bologna involved in the project.
The morning session was opened by “International Protections” of ASP Città di Bologna, the Service addressed to the asylum seekers, to the holders of humanitarian protection and to unaccompanied foreign minors. The coordinator of the Service presented the SPRAR service of Bologna (Protection System of Asylum Seekers and Refugees), coordinated at central national level and implemented by municipalities all around Italy.
A specific integration project was presented during this intervention: a training course on sustainable tourism, made with migrants in the Apennines, during the ITACA’ Festival 2018.
The following intervention was hold by the coordinator of “Housing Transition"ASPs City of Bologna. The two presentations of the operators were specifically focused on the roles of the case manager and the pedagogist in the service work.
In the last part of the morning the Service dedicated to Serious Adult Marginalisation of ASP Città di Bologna presented itself; it takes care of homeless people of the city of Bologna, and it consists of a system of specific and heterogeneous services dedicated to this vast target of people. Among them, the Housing First and the Community Labs surely represent the most innovative services of the network, based respectively on the element of the “house” as a primary human right, that is to say “the house before anything else”, and the approach of the community welfare in order to improve social integration and positive contamination.
One of the product of the Community Labs is “Spin the card”, a start up of tourist guides which takes the tourists around an untraditional tour of the city of Bologna, showing places connected to the personal life stories of the guides, who are homeless people, accompanied also by professional tourist guides. The first tour of Gira la Cartolina was precisely experimented in the afternoon of Tuesday 19th by the Elastic group, and it obtained a great success!
In the last day of the meeting the participants were hosted by the staff of Next Town - Help Center (one of the services of Serious Adult Marginalisation) in their new offices. The service presented to the group the online platform “Anthology”, a database collecting informations about homeless people in the cities, used by all the Help Center in Italy.
The meeting of Bologna ended with a grateful moment of lunch together and greetings, and the group will meet in Brussels on June 19th, for the final event of the European project.
